Our level best
Last night was All Cape Mish, All the Time!
Well, twice -- once for Psi-clone, once for Amoprha. Puck Bunny accompanied us on both versions, one of which was in the northern islands of Talos, the other of which was in Perez.
The odd thing is, the first version of the mish was the hardest we've done -- much more powerful Aberrants, more bosses, etc. Well, it was harder from that aspect -- it was actually easier doing it with Psi-clone than with Velvet, since I just Deceived the key baddies, and Invised the group, and all went relatively smoothly. When things got hairy, my Phantom Army helped, too. Even the final battle never got desperate.
But, still, the difference in level between the two missions -- with no difference in personnel -- was odd. Welcome, but odd. (Same mission XP for each -- 1000 -- though.)
Mission leader? I think PB (at 19) led the first (harder) one, and I (at 20) led the second. And I can't imagine the site zone in question made any difference.
A puzzlement.

Yes...it was odd. The only thing that I can think is the modifier is that Amorpha is a Scrapper, and Psi-Clone is a Controller. Which bodes well for Puck, who will ding 20 after about the first mission to night.

Okay, here's a forum guide on the mission. It mentions three levels to the mission, and it also mentions protecting the time capsule (which the baddies try to actively destroy) and the gating in of various Rikti.
Eek. Not on our missions. I wonder if this happens on the aura missions that are mentioned.
Well, no. This thread discusses how the cape missions has been "nerfed." Or, as one of the devs in the thread puts it:
Yes, the cape mission has been adjusted in Issue 3. We wanted this particular mission to be enjoyed by all, but we found that in its previous iteration, it was much too difficult for the casual players and solo’ers. We want everyone to get a chance at the cape, and we want it to be fun. For more of a challenge, try grouping up with a large group, or contact your local Hero Corp Field Agent.
But no indication I could find as to the why which location is chosen.

They didn't know about the Icon ambush, or the 30 Tsoo mission at the end. Provided Guidance (like one at a time in talking to Serge, otherwise we'll get creamed). After both missions Zazi is down to 131 Debt.

You can actually take it in either order. You can do the Icon/Serge favor mission (Tsoo) first, and do a costume change without the cape option; to get the cape, you have to approach the city administrator.
