FATE considers this the "default" combat. It's roughly equivalent to D20 round-based combat, without as tight a Half/Full actions structure. (FUG 38)
- All parties declare their intentions, things that take a "few moments" (though that may be too tight of a time frame[[http://games.groups.yahoo.com/group/FateRPG/message/1966]; consider it a "segment of a fight from a fencing duel" in a movie).
- Everyone rolls/rerolls against the opposition of who/what they're doing (a Dynamic Challenge against another character, a Static Challenge against a circumstance).
- Outcomes are assessed (e.g., on the Wounds Table).
- Repeat.

The
Wounds Table is used for each player and NPC.
One small question mark in my head is opposing actions that are of a
different nature.
- I shoot at you, you try to tumble away. If I win, do you still move away, but injured? (This sounds like stuff in the Defensive Fighting rules.)
- Or, even if the actions are the same, I shoot at you, you shoot at me -- does only the winner hit?
The answer to the first seems to be no (you're clipped as you start to roll off, or a spray of bullets makes you abort your action). The answer to the second is yes: the winning shot(s) knocks the other person's shot off-line -- GM descriptive/narrative/adjudicated). Remember, it's an
exchange, not necessarily really a single action.
