Named guys get an equivalent number of aspect levels to the PCs, but still often suffer from a certain narrowing of the variety of those aspects.
Big Bads get several varied, and usually complementary, aspects, at levels that exceed a single PC's count.
Regarding if NPCs can use that Aspect for rerolls:
Yes, but that doesn't mean I have to use them unless I'm interested in pulling off a particular effect, or I'm trying to preserve a given villain or whoever to come back another day.
Fred Hicks regarding using Aspect As Skills: [2] Doing it with NPCs means you don't have to write out all their skills.
Fred Hicks on NPCs and Fate Points: [3] I usally start them with zero, but if they get into a "forced involuntary invocation" situation, I'll grant them some (like if the big bad vampire gets driven back by a ray of sunlight or whatever).
