I've never been happy with the divisions between a lot of social skills in D20. The plethora of Synergy bonuses demonstrates that there's a lot of overlap, even if each has its own nuance (what is Diplomacy without Bluff, for example?).
On the other hand, conflating them too much can blur the difference between the Good Cop and the Bad Cop, not to mention making a skill too powerful.
The skills notes (FUG 63) suggest you should define things more finely where skill areas are useful to the game. That would imply that social skills (which are important in a spy setting) should be defined more finely.
So I'm open to suggestions.
