If a character is not expecting an attack, and has no specific reason to be on the defensive ...

... the character's skill in the first combat roll is considered to be Mediocre, or equal to their Alertness skill, whichever is higher.

I.e., no flat-footed surprise phases as such, just a circumstantial disadvantage for the first exchange.


The following was a Home Brew I was considering before I ran across the above, which I think will work just fine.

  • Scene-based Combat: Surprise, if so ruled, is a modifier (-1) to one side or the other.
  • Exchange-based Combat: Where applicable, the first exchange should probably be to determine surprise (Alertness vs Stealth), which would either provide a free action, or provide a negative modifier on the rolls to the surprised side.
