The next group is not unique, but is an exemplar of their type. They call themselves the Jolly Rogers, and like those that flew under that pirate flag, they are criminal renegades from the intelligence and law enforcement organizations of several nations -- the US, Great Britain, Russia, France, Israel, China, India, and Japan are all known to be "represented."
While rogue intelligence operatives or even whole units are not unknown, they often function as Grey Hats, selling their services to the highest bidder. The Jolly Rogers are unquestionably Black Hats. They have used their abilities and information in any number of criminal enterprises -- stealing illicit goods from underworld organizations to sell to others; extortion of individuals and governments; kidnapping; assassination; etc. Their ideological goal seems to be personal profit.
They are all highly trained, highly motivated, utterly unscrupulous individuals; they remain a cohesive unit, and continue to replace their numbers, due to the knowledge that to defect or betray their fellows would not only bring their own bloody deaths, but would render them vulnerable to the agencies from which they originally defected.
In the meantime, they are also at least as well-equipped and funded, due their activities, as any other group opposing them, include the Agency.
If you are approached for recruitment, let us know. If you think of joining their organization, please know that everyone in the Agency's directorship, particularly Number Two and Number Five, would take it highly personally, and would feel the need to rectify the situation.
