The Agency has a relatively flat command structure, at least as far as you can tell. Unlike other intelligence organizations that have multiple layers of administration between field ops and the top,
IX has very few -- that, at least, you are aware of.
The top level that you know of are known collectively as "the Numbers," largely because the individuals are code-named that way --
Number Two,
Number Five, etc. While they have some coordinator/directors that work for them, and who are responsible in turn for you, in fact the Numbers tend to be fairly hands-on, and when you receive a briefing, for example, it's just as likely you get it directly from
Number Three as from someone else (unless you are working out of a field office).
As has been noted before, the order of the numbers is not necessarily meaningful --
Number Three does not give orders to
Number Four, for example. How orders are developed is unclear; the Numbers will either refer to the Agency as a collective ("The Agency as decided ..."), or will simply use "we." Nor is it clear whether there is a [Number One]
? lurking in the shadows.
