These are the "good guys," folks who (generally) act in accord with the the goals and mission of the Agency. This generally includes (as groups) law enforcement, military, and intelligence forces of most Western nations. Soldiers of the British Army will be presumed White Hats in most cases, except where particular individuals or units are known to be something else. Similarly, the CIA is generally considered a White Hat organization, with the exception of certain branches, agents, and rogue elements.

Being a White Hat individual or organization implies a measure of cooperation, in both directions. The Agency will be more likely to accept information and assistance from the CIA than from North Korean intelligence, and will be more likely to assist, directly or indirectly, their efforts. This is not absolute, by any means, and the Agency has, on occasion, turned down [MI 6]? requests, for example, or thwarted initiatives of theirs. This is relatively rare, however (such direct contacts are rare in any case); direct confrontation with White Hat organizations is not something that happens often, almost by definition.
